Government servants and politics
Activities considered objectionable.-
1. To be a member of any political party or organization taking part in politics.
2. To be a member or otherwise associated with or having connection with any banned organization and other extremist left parties.
3. Taking part in, subscribing in aid of, or assisting in any way, any political movement in India relating to Indian affairs.
4. Attending meetings organized by political parties not in the nature of apublic meeting and held contrary to any prohibitory order or without permission.
5. Taking active part in holding rallies in support of any political party by arranging for crowds and arranging transport for bringing crowds.
6. Getting mixed up with demonstrations organized by political parties held in or passing through the vicinity of the Government office.
7. Speaking at or taking an active or prominent part in organizing or conducting meetings of any political party.
8. Proposing or seconding the nomination of a candidate at an election.
9. Canvassing or otherwise interfering with or using his influence in connection with or taking part in an election to any legislature or local body.
10. Acting as election agent, polling agent or counting agent of a candidate at election.
11. Displaying on his person, vehicle or residence of any electoral symbol in connection with an election.
12. A Government servant should endeavour to prevent any member his family from taking part in, subscribing in aid of, or assisting in any other manner any movement or activity which is (or tends to be directly or indirectly) subversive of the Government. If he is unable to do so, he should make a report to that effect to the Government.
13. Associating with and participating in the activities of Dharma Parcharak Sanstha and Door Darshi Party.
14. Government servants should not bring or attempt to bring any political or other outside influence to bear upon any superior authority to further his interests in respect of matters pertaining to his service under the Government.
Activities which are permitted.-
1. In due performance of a duty imposed on him, making normal arrangements during election tours of Ministers to enable them to carry out their responsibilities as Ministers.
2. Exercising his right to vote in an election. He should not give any indication of the manner in which he proposes to vote or has voted.
3. Participating with due permission in the activities of non-official and non-political organizations, not interfering with due discharge of his official duties.
4. Occasional attendance in political meetings.

सरकारी कर्मचारी और राजनीति
गतिविधियां जिन्हें आपत्तिजनक माना जाता है.-
1. किसी भी राजनीतिक दल अथवा राजनीति में भाग लेने वाले संगठन का सदस्य होना।
2. किसी प्रतिबंधित संगठन तथा अन्य अतिवादी वामदलों का सदस्य होना अथवा किसी अन्य रूप में उनसे जुड़ना या उनके साथ कोई संबंध रखना ।
3. भारत में भारतीय मामलों से संबंधित किसी भी राजनीतिक आंदोलन में भाग लेना, सहायता के रूप में अंशदान देना अथवा किसी भी तरह से सहायता करना।
4. किसी निषेध आदेश के विरोध में अथवा बिना अनुमति होने वाली राजनीतिक पार्टियों द्वारा आयोजित बैठकों, जिनकी प्रकृति सार्वजनिक बैठक की न हो, में उपस्थित होना।
5. किसी राजनीतिक दल के समर्थन में रैली आयोजित करने के लिए भीड़ जुटाना और भीड़ को लाने के लिए परिवहन की व्यवस्था करने के रूप में सक्रिय रूप से भाग लेना।
6. सरकारी कार्यालयों के आस-पास अथवा उनके सन्निकट क्षेत्रों के पास से गुजरने वाले राजनीतिक दलों द्वारा आयोजित प्रदर्शनों में शामिल होना ।
7. किसी राजनीतिक दल की बैठकों का आयोजन करने अथवा आयोजित बैठकों में भाषण देना, सक्रिय रूप से भाग लेना अथवा महत्वपूर्ण भूमिका निभाना।
8. किसी चुनाव में किसी प्रत्याशी का नामांकन प्रस्तावित अथवा अनुमोदित करना।
9. अपने प्रभाव का इस्तेमाल करते हुए विधान सभा अथवा स्थानीय निकाय के चुनाव में प्रचार करना अथवा अन्यथा हस्तक्षेप करना अथवा भाग लेना।
10. निर्वाचन में एजेंट अथवा गणना एजेंट के रूप में किसी प्रत्याशी के एजेंट के रूप में, मतदान कार्य करना।
11. निर्वाचन चिन्ह को किसी चुनाव के दौरान स्वयं पर, वाहन पर अथवा अपने आवास पर प्रदर्शित करना।
12. किसी ऐसे आंदोलन अथवा क्रियाकलाप (प्रत्यक्ष अथवा परोक्ष रूप में) जो कि सरकार के लिए विध्वंसक हैं, में भाग लेने से, आर्थिक रूप से मदद पहुंचाने से अथवा किसी अन्य रूप में मदद करने से अपने परिवार के सदस्यों को रोकना चाहिए। यदि वह ऐसा करने में असमर्थ रहता है, इस आशय का विवरण वह सरकार को देगा।
13. किसी धर्म प्रचारक संस्था और दूरदर्शी दल के क्रियाकलापों से संबद्ध होना या उनमें भाग लेना।
14. सरकारी कर्मचारी को सरकार में उसकी सेवा से संबंधित मामलों में उसके हितों को विस्तार देने के लिए अपने वरिष्ठ प्राधिकारी पर कोई राजनीतिक अथवा अन्य बाहरी दबाव डालना अथवा डालने का प्रयास नहीं करना चाहिए।
क्रियाकलाप जो अनुमत्य है.-
1. उसे दिए गए किसी कार्य के निष्पादन में, मंत्रियों के निर्वाचन दौरों के समय सामान्य व्यवस्था करना अनुमत्य है ताकि वे मंत्री के रूप में अपनी जिम्मेदारियों को निभा सके।
2. किसी निर्वाचन में अपने मत अधिकार का प्रयोग करना। वह किस प्रक्रिया से मतदान करने जा रहा है या किया है का कोई भी संकेत वह नहीं देगा।
3. उसके लिए नियत कार्यालयीन कार्यों के निष्पादन में व्यवधान उत्पन्न न करने वाले किसी गैर-सरकारी और गैर-राजनीतिक संगठनों के क्रियाकलापों में अनुमति के साथ भाग लेना।
4. राजनीतिक बैठकों में कभी-कभार उपस्थित होना।
