Activities requiring permission/sanction
Prior permission/sanction of the prescribed authority is necessary-
1. To join educational institution or course of studies for University degree.
2. To join Civil Defence Service.

3. To enrol as member of St. John Ambulance Brigade.

4. To join Territorial Army.
-GID (10), Rule 3.
5. To join Home Guards Organization.
-GID (9), Rule 3.
6. To join foreign language classes conducted by Indo-Foreign Cultural Organization.
-GID (14), Rule 5.
7. To own wholly or in part or conduct or participate in the editing or management of any newspaper or other periodical publication or electronic media.

8. To give evidence in connection with any enquiry conducted by any person, committee or authority.
Exception-
(i) Giving evidence at an enquiry before an authority appointed by Government, Parliament or a State Legislature; or
(ii) Giving evidence in any judicial enquiry; or
(iii) Giving evidence at any departmental enquiry ordered by authorities subordinate to the Government.

9. To ask for or accept contributions to or otherwise associate himself in the raising of any funds or other collections in cash or in kind in pursuance of any object whatsoever.

10. To accept gifts from near relatives and personal friends, when the value exceeds prescribed limits.

11. To accept membership of Book Clubs run by Foreign Agencies.

12. To receive any complimentary any testimonial or valedictory address or accept any meeting or entertainment held in his honour or in the honour of any other Government servant.
Exception
(i) To take part in informal farewell entertainment held on Occasions like retirement or transfer.
(ii) To attend and speak at functions and ceremonies performed by others in respect of purely non-political or cultural institutions.

13. To accept International awards.

14. To engage directly or indirectly in any trade or business, or hold an elective office in any body, whether incorporated or not, for a period of two terms or for a period of 5 years, whichever is earlier, when contesting an election in such body, as per existing rules, or canvass for a candidate for an elective office, in any body, or canvass in support of any business of insurance agency, commission agency, etc., owned or managed by any member of his family.

15. To accept fee for work done for any private or public body or person.
-Rule 15 (4).
16. Acceptance of a part-time lectureship in an educational institution which is in the nature of a regular remunerative occupation.

17. To enrol himself as an Advocate with the Bar Association (subject to the condition that the Government servant does not engage himself in the legal profession so long as he continues in Government service).

18. To accept remuneration for services rendered regularly to co-operative societies.
-GID (4), Rule 15.
19. To undertake medical practice during spare time on purely charitable basis, if registered as a practitioner in any system of medicine. In view of COVID Pandemic, Government servants be holding recognized qualifications and registered under the relevant law can practise or provide teleconsultation service during spare time on charitable basis.

20. To enter into negotiations with private firms to secure commercial employment even while in service.
-GID (10), Rule 15.
21. To hold an elective office in co-operative Societies and other bodies and to contest in an election in such body.

22. To acquire or dispose of any immovable property, either directly or through Power of Attorney by lease, mortgage, purchase, sale, gift or otherwise either in his own name or in the name of any member of his family, if the above transaction is with a person having official dealings with the Government servant.

22-A. Regardless of amount involved, where the transaction regarding the material purchases or contract for any repairs or minor construction to an immovable property, is with a person with whom the Government servant concerned has official dealings. Intimation is necessary to incur expenditure on repairs and minor additions to an immovable property with the estimate exceeding two months' Basic Pay.

23. To enter into transactions in movable property, if its value exceeds prescribed limits and if the transaction is with a person having official dealings with the Government servant.

24.(a) To acquire by purchase, mortgage, lease, gift or otherwise, either in his own name or in the name of any member of his family any immovable property situated outside India.
(b) To dispose of, by sale, mortgage, gift or otherwise or grant any lease in respect of any immovable property situated outside India which was acquired or held by him either in his own name or in the name of any member of his family.
(c) To enter into any transaction with any foreigner, foreign Government, foreign organization or concern
(i) For the acquisition, by purchase, mortgage, lease, gift or otherwise, either in his own name or in the name of any member of his family of any immovable property.
(ii) For the disposal of, by sale, mortgage, gift or otherwise, or the grant of any lease in respect of immovable property which was acquired or is held by him either in his own name or in the name of any member of his family.
Rule 18-A.
25. To have recourse to any Court or to the press for the vindication of any official act which has been the subject-matter of adverse criticism or an attack of a defamatory character.

26. To stay with Foreign Diplomats and foreign nationals abroad.

28. In the case of pensioners who, immediately before retirement, were Group 'A' Officers, to accept any commercial employment before the expiry of one year from the date of retirement.

In the case of Items 8, 9, 22, 23, 24 and 25 above, if the permission sought for is not refused within the time-limit specified below, a Government servant is free to assume that the permission sought for has been granted.

Activities not requiring permission/sanction
In the following cases, permission of the prescribed authority is not necessary:-
1. To seek redress in Courts of Law or in Central Administrative Tribunals of grievances arising out of employment or conditions of service.

2. To participate during spare time in 'Shramdhan' organized by Government Departments or Bharat Sewak Samaj.

3. To become members of Samyuktha Sadhachar Samithi.

4. To publish a book himself or through a publisher, in the bona fide discharge of his duties.

5. To submit Memoranda before Pay Commissions by individual Government servants in their individual capacity (individual grievances should not be put to the Commission).

6. To participate in Flag Day Collections on a voluntary basis.

7. To participate in the fund raising efforts of the "National Foundation for Communal Harmony".

8. To undertake honorary work of a social or charitable nature.

9. To undertake occasional work of a literary, artistic or scientific character.

10. To participate in sports activities as an amateur.

11. To take part in the registration, promotion or management (not involving the holding of an elective office) of a literary, scientific or charitable society or of a club or similar organization or a co-operative society substantially for the benefit of Government servants.

नीचे दिए गए क्रियाकलापों के लिए निर्धारित प्राधिकारी की पूर्व अनुमति / स्वीकृति लेने की आवश्यकता है-
1. विश्वविद्यालय से उपाधि प्राप्त करने हेतु शैक्षिक संस्थान अथवा अध्ययन पाठ्यक्रम में प्रवेश हेतु।

7. किसी समाचार पत्र अथवा अन्य आवधिक प्रकाशन अथवा इलेक्ट्रॉनिक मीडिया का पूर्ण या आंशिक स्वामित्व अथवा संपादन अथवा प्रबंधन करने या सम्मिलित होने हेतु ।

8. किसी व्यक्ति, समिति अथवा प्राधिकारी द्वारा आयोजित की गई किसी जाँच में साक्ष्य प्रस्तुत करने हेतु ।
अपवाद-
(i) सरकार, संसद या राज्य विधान सभा द्वारा नियुक्त किए गए प्राधिकारी के समक्ष किसी जाँच में साक्ष्य देने हेतु अथवा
(ii) किसी न्यायिक जांच में साक्ष्य देने हेतु अथवा
(iii) सरकार के अधीनस्थ प्राधिकारियों के आदेश पर गठित किसी विभागीय जाँच में साक्ष्य देने हेतु।

9. अंशदानों को माँगने या स्वीकार करने या अन्यथा स्वयं को किसी उद्देश्य के अनुसरण में, जो कुछ भी हो, नकद रूप में या वस्तु रूप में किसी निधियों या अन्य उगाहियों को इकट्ठा करने में सहयोगी बनाने हेतु ।

10. निकट रिश्तेदारों और वैयक्तिक दोस्तों से उपहार स्वीकार करने के लिए, जब उपहारों का मूल्य निर्धारित सीमा से अधिक हो।

11. विदेशी ऐजेन्सियों द्वारा चलाए जानेवाले पुस्तक क्लबों की सदस्यता स्वीकार करने हेतु।

12. किसी प्रकार का मानार्थ अथवा स्वास्तिवाचनिक संबोधन प्राप्त करने अथवा शंसापत्र स्वीकार करने अथवा स्वयं के अथवा किसी अन्य सरकारी अधिकारी के सम्मान में आयोजित मनोरंजन कार्यक्रम में उपस्थित होने हेतु ।
अपवाद-
(i) सेवानिवृत्ति अथवा स्थानांतरण के अवसरों पर आयोजित होने वाले अनौपचारिक विदाई समारोह में भाग लेने हेतु ।
(ii) पूर्णतया गैर-राजनीतिक अथवा सांस्कृतिक संस्थानों के विषय में दूसरों द्वारा प्रदर्शित आयोजनों एवं समारोहों में भाग लेने या बोलने हेतु ।

13. अंतरराष्ट्रीय पुरस्कार प्राप्त करने हेतु ।

14. किसी भी व्यवसाय अथवा व्यापार में प्रत्यक्ष अथवा अप्रत्यक्ष रूप से भाग लेने, अथवा कोई निर्वाचित पद धारण करने, किसी भी निकाय में, चाहे वह निगमित हो अथवा नहीं, दो कार्यकाल अथवा 5 वर्ष की अवधि, जो भी पहले हो, के लिए मौजूदा नियमों के अनुसार, ऐसे निकाय में चुनाव लड़ने के समय अथवा किसी भी निकाय में निर्वाचित कार्यालय के लिए किसी उम्मीद्वार के पक्ष में प्रचार करने, अथवा अपने परिवार के किसी भी सदस्य के स्वामित्व अथवा उनके द्वारा संचालित बीमा ऐजेन्सी, कमीशन ऐजेन्सी, आदि के किसी व्यापार को बढ़ावा देने के उद्देश्य से पक्ष प्रचार करने हेतु।

15. किसी गैर सरकारी या सार्वजनिक निकाय अथवा व्यक्ति के लिए किए गए कार्य हेतु शुल्क प्राप्त करने हेतु।

16. किसी शैक्षणिक संस्थान में अंशकालिक व्याख्याता पद स्वीकार करने हेतु, जो एक नियमित लाभप्रद व्यवसाय की तरह है।
-GID (2), Rule 15.
17. अभिभाषक परिषद (बार एसोसिएशन) में स्वयं को अधिवक्ता के रूप में नामांकित करने हेतु (इस शर्त के अधीन कि सरकारी कर्मचारी उस समय तक स्वयं को कानूनी पेशे में संलिप्त नहीं कर सकता जब तक कि वह सरकारी नौकरी में बना रहता है)।

18. सहकारी संघों में नियमित रूप से प्रदत्त सेवाओं के लिए पारिश्रमिक प्राप्त करने हेतु।

19. किसी भी चिकित्सा पद्धति में पंजीकृत चिकित्सक होने पर पूर्ण रूप से धमार्थ पर खाली समय में चिकित्सा व्यवसाय करने हेतु। कोविड महामारी को देखते हुए, मान्यता प्राप्त योग्यता रखने वाले और संबंधित कानून के तहत पंजीकृत सरकारी कर्मचारी धर्मार्थ आधार पर खाली समय के दौरान टेली परामर्श सेवा का अभ्यास कर सकते हैं या प्रदान कर सकते हैं।

20. सेवा में होते हुए वाणिज्यिक रोजगार प्राप्त करने के लिए गैर सरकारी संगठनों के साथ वार्तालाप करने के लिए।

21. सहकारी समितियों तथा अन्य निकायों में निर्वाचित कार्यालय धारण करने हेतु एवं ऐसे निकाय में चुनाव लड़ने के लिए।

22. प्रत्यक्ष रूप से अथवा मुख्तारनामा के माध्यम से पट्टा द्वारा, बंधक रखकर, खरीद, बिक्री, उपहार अथवा अन्यथा, या तो स्वयं के नाम अथवा अपने परिवार के किसी सदस्य के नाम से कोई अचल संपत्ति की खरीद या निपटान करने हेतु यदि उपरोक्त लेनदेन किसी ऐसे व्यक्ति के साथ है जिसका सरकारी कर्मचारी के साथ कार्यालयीन व्यवहार है।

22-A. निहित राशि पर ध्यान दिए बिना, जहां अचल संपत्ति के संबंध में सामग्री की खरीद या किसी मरम्मत या गौण निर्माण कार्य संबंधी संविदा के बारे में लेनदेन किसी ऐसे व्यक्ति के साथ होता है जिसके साथ संबंधित सरकारी कर्मचारी का कार्यालयीन व्यवहार होता है तो इस संबंध में सूचना दी जानी चाहिए। अचल संपत्ति से संबंधित मरम्मत और गौण बदलावों पर कर्मचारी के दो माह के मूल वेतन से अधिक के व्यय का अनुमान हो तो आहरण के संबंध में सूचना देना आवश्यक है।

23. चल संपत्ति का लेन-देन करने हेतु, यदि इसका मूल्य, नियत सीमा से अधिक होता है, और यदि लेन-देन किसी ऐसे व्यक्ति के साथ है जिसका सरकारी कर्मचारी के साथ कार्यालयीन व्यवहार है।

24. (a) स्वयं के नाम या अपने परिवार के किसी सदस्य के नाम पर, भारत के बाहर अवस्थित किसी भी अचल संपत्ति की खरीद, बंधक, पट्टा, उपहार अथवा अन्यथा, अर्जित करने हेतु।
(b) स्वयं के नाम अथवा अपने परिवार के किसी सदस्य के नाम से भारत के बाहर स्थित किसी भी अचल संपत्ति जिसे उसके द्वारा अर्जित किया गया था या रखा हुआ था, को, विक्रम, बंधक, उपहार अथवा अन्यथा या कोई पट्टा प्रदान कर उसके निपटान हेतु।
(c) किसी विदेशी, विदेशी सरकार, विदेशी संगठन अथवा संस्था के साथ किसी भी प्रकार का लेन-देन करने हेतु।
(i) किसी अचल संपत्ति को स्वयं के नाम से अथवा अपने परिवार के किसी सदस्य के नाम से खरीद, बंधक, पट्टा, उपहार अथवा अन्यथा अभिग्रहीत करने हेतु।
(ii) कोई अचल संपत्ति जो स्वयं के नाम या अपने परिवार के किसी सदस्य के नाम से अभिग्रहीत किया गया था अथवा उसके पास रखा हुआ था, का विक्रय, बंधक, उपहार अथवा अन्यथा, या पट्टे पर देकर निपटान हेतु।

25. अत्यंत प्रतिकूल आलोचनात्मक विषय के मामले अथवा निन्दात्मक किसी कार्यालयी कार्य में दोषमुक्त सिद्ध करने के लिए किसी न्यायालय अथवा प्रेस की शरण लेने हेतु।

26. विदेशों में विदेशी नागरिकों और विदेशी राजनयिकों के साथ ठहरने हेतु।

27. भारतीय विदेशी सांस्कृतिक संगठनो का सदस्य बनने अथवा उनकी क्रियाकलापों में सक्रिय रूप से भाग लेने हेतु।

28. उन पेंशनभोगियों के मामले में, जो सेवानिवृत्ति से तत्काल पूर्व ग्रुप 'क' अधिकारी थे, सेवानिवृत्ति की तारीख से एक वर्ष समाप्त होने से पूर्व किसी वाणिज्यिक रोजगार को स्वीकार करने हेतु ।

उपर्युक्त मद संख्या 8, 9, 22, 23, 24 और 25 के मामले में, नीचे निर्धारित समय-सीमा के भीतर, माँगी गई अनुमति को यदि अस्वीकृत नहीं किया जाता है, तो सरकारी कर्मचारी यह मानने के लिए स्वतंत्र है कि माँगी गई अनुमति प्रदान कर दी गई है।

Rule 19 (1)
क्रियाकलाप जिनके लिए अनुमति / स्वीकृति
लेने की आवश्यकता नहीं है
निम्नलिखित मामलों में, निर्धारित प्राधिकारी की अनुमति आवश्यक नहीं है:-
1. न्यायालयो अथवा केंद्रीय प्रशासनिक अधिकरणों से रोजगार का सेवा की शर्तों के कारण उत्पन्न होने वाली शिकायतों का निवारण प्राप्त करने हेतु।

2. अपने खाली समय में सरकारी विभागों या भारत सेवक समाज द्वारा आयोजित 'श्रमदान' में भाग लेने हेतु ।

3. संयुक्त सदाचार समिति का सदस्य बनने हेतु।
4. अपने कर्तव्यों के वास्तविक निष्पादन में स्वयं या किसी प्रकाशक के माध्यम से पुस्तक के प्रकाशन हेतु ।

5. सरकारी सेवकों द्वारा अपने व्यक्तिगत स्तर पर वेतन आयोगों के समक्ष प्रतिवेदन प्रस्तुत करने के लिए (आयोग के समक्ष, व्यक्तिगत शिकायतों को प्रस्तुत नहीं किया जाना चाहिए).

6. व्यक्तिगत रूप से झंडा दिवस के अवसर पर पैसा एकत्र करने के कार्य में भाग लेने हेतु.

7. 'राष्ट्रीय सांप्रदायिक सद्भाव प्रतिष्ठान' के लिए निधि एकत्र करने के प्रयासों में भाग लेने हेतु।

8. सामाजिक या परोपकारी प्रवृत्ति के मानद कार्यों में भाग लेना.

9. कभी कभार साहित्यिक, कला या वैज्ञानिक प्रवृत्ति के कार्यों में भाग लेने हेतु.

10. खेल - कूद की गतिविधियों में शौकिया / अव्यवसायी भागीदारी हेतु।

11. साहित्यिक, वैज्ञानिक अथवा धमार्थ समिति अथवा किसी क्लब अथवा वैसे संगठनों अथवा काफी हद तक सरकारी कर्मचारियों के लिए लाभकारी सहकारी समितियों में पंजीकरण, संवर्धन अथवा प्रबंधन (जिसमें निर्वाचित कार्यालय धारण करना शामिल नहीं) के कार्यों में भाग लेने हेतु ।
